The book's conceptual framework is built upon an analysis of different varieties of rationality. A conception of political rationality is elaborated. First, orientations of contemporary administrative theory and research are analysed from the point of view of that rationality. Next, the same viewpoint is applied to an analysis of an entity called the 'administrative welfare state'. This concept is used to cover the typical institutional shape of the leading highly developed countries until the 1980s. The strengths and the weaknesses of the contemporary 'new public management' reforms are also evaluated from the point of view of political rationality. The purpose of this book is to evaluate the functioning of the management by results (MbR) reform in the Finnish public administration, especially from the point of view of parliamentary steering and auditing : how the relations between the parliamentary actors and public administration have developed since the reform. The question is analysed using documents and expert interviews. The book indicates that the shift to the MbR system has meant in many cases a shift to a new, more flexible way to steer the administration. However, the reform is not yet complete from the point of view of parliamentary steering and auditing. The information on the realization of the civil service agencies' and state institutions' result targets could be forwarded more effectively to the ministries. Thus far the management reform insufficiently enables the realization of parliamentary steering and auditing.

There can be no doubt that the participation and litigation rights of environmental organizations are important instruments in reducing the enforcement deficit in environmental protection. With a view to the fact that Europe is growing more and more into one entity, the need of participation of environmental NGO's on the European level becomes a pressing necessity.

In view of the importance of measles and the scarcity of resources in developing countries a cost-benefit study of measles immunization was carried out in the Southern Province of Zambia. It was concluded that economic benefits can only be expected from a measles immunization programme in urban areas with 24 hours electricity supply while in rural areas it would be an additional economic burden. Less thermolabile measles vaccines and/or a more reliable cold chain might make the extension of measles vaccination programmes to rural areas more economic.

This investigation brings to light the fundamental significance of literary form as the chief mediator of Stifter's pedagogic endeavour, an aspect so far neglected in Stifter literature. It opposes the widely held view that Stifter's pedagogic incentive is a result of the Austrian revolution of 1848. While Stifter's pedagogic thought stems primarily from his Kremsmünster education in the spirit of Josephinism, it is his increasingly sensitive and respectful involvement of the reader's perceptive powers in conveying the import which, far beyond the expression of pedagogic design in terms of moral and social maxims, reveals Stifter's originality as a pedagogic writer.

Developmental Impact of Technology Transfer in Nigeria is a major work of its kind which examines the roots of Nigeria's inability to assimilate and institutionalise imported foreign technologies. The author takes unconventional view and fathoms the complex issues encountered in international technology transfer in their various ramifications. The author argues that the traditional theories might have explained away the complex issues involved and have treated the major factors essential for the positive developmental impact of the transferred technology on the receiving society with benign neglect. Although it is traditional to see a certain kind of "realism" as the essence of fiction, in practice novels of course offer not a simple reproduction of experience but a throughgoing organization of it. The novel is, after all, a bourgeois genre and it reflects that bourgeois view of life according to which the world is there merely to be dominated and controlled by man. This study examines both Thackeray's early fiction, in which both the novel form and the manipulative society to which it belongs are attacked, and his later works, in which they are defended, and tries to determine the reasons for this change.

The book provides a complementary view of modernism by investigating Anglo-American little magazines published in Europe in the 1920s and 1930s. Addressing symbolic and practical aspects of physical location and international themes in the little reviews, it highlights the infrastructure of modernism – networks, finances and genealogies. The authors link activities, strategies and negotiations with the creation of modernism as we know it, as magazine editors are shown to be highly conscious of their role as canon-makers. In this rendition, modernism is intrinsically linked with its agents and practices and pushes the dividing lines between narrow elite culture and wider readerships, as well as between cosmopolites and tourists.
